It is used when your tenant is behind on payments owed under the lease agreement (rents, late fees, deposits, etc.) and provides a three day window for the tenant to (1) pay past due amounts to bring the lease agreement current, or (2) vacate the property. Even if your tenant moves out, that only addresses the possession of the property - they are not released from what they owe in unpaid rents, late fees, etc.
